Default Cell Phone With Dual SIM Card Slot

First of all, let me state that I know close to nothing about cell
phones.

I might be interested in purchasing a dual SIM card phone. So, should
I have to travel to a European country, I would like to purchase a
second SIM card there and install it inside the dual SIM cell phone.

What are the caveats about purchasing such a phone? For instance:
Will the cell phone monitor incoming calls to either SIM card phone
number? What about using SIM cards from two different providers?

Where would I find an online site that has tested such phones?
Paramount for me, besides cost, is ease of setup and use. (I only need
something that handles voice and text.)

Most are offered by minor or non brand manufacturers that are offshore and
may not give adequate warranty or tech support.

Depends on the design of the phone. Many do, and refer to that design
feature as "DUAL SIM STANDBY"

Does not matter at all. That's the whole purpose of a dual-sim phone in
the first place.

Where would I find an online site that has tested such phones?

gsmarena, phonescoop, phonearena, mobileburn, fonearena, engadgetmobile,
.... ... ... ... ...

There are some minor models from LG and Motorola that are not smartphones.

I don't find that to be true anymore. Lately I've gone into shops
where half the phones are dual-sim, most of which are familiar brands
(Nokia, Samsung, LG).

For instance:Will the cell phone monitor incoming calls to either
SIM card phone number?

Dual-sim dual-standby would meet the need.. in which case both sims
are simultaneously on standby, and when one call connects the other
sim goes completely offline until the call is over.

A bump up from that is "dual-sim dual-active", which means both sims
can be on standby, and when a call connects the other sim can remain
connected.

Sadly, phone makers are not competent enough to advertize
dual-active. If you want dual-active, then look at how many IMEI
numbers are printed on the box. If just one number, then the phone
cannot be dual-active. If there are two IMEI numbers (e.g. like most
of the nokia's), then it *may* be dual-active.

-quad band-

Also, since the OP is travelling between the US and Europe, I
recommend getting an unlocked quad-band phone. Quad-band will ensure
that the phone works worldwide.

-jail-

If practical, buy the phone in Belgium. Belgium is the only country
with enough sense to outlaw locking phones to service -- so you are
guaranteed to get an unlocked phone that will work anywhere in the
world with any sim.

Paramount for me, besides cost, is ease of setup and use. (I only
need something that handles voice and text.)

Indeed, get a dumbphone. Dual-sim dumbphones retail for 30+ EUR. If
you want 3 sims, the LG a290 is around 90 EUR.

Thanks for the details.

So... You seem to imply that I cannot buy an unlocked, dual-sim phone
in the USA. Am I correct?

Probably not in stores; but online, certainly. Amazon has gazillions of
them, including the Motorola (EX-nnn) and LG models I mentioned.

In the smartphone arena, Blu Products (Miami) has an extensive lineup of
competitively priced Android phones that they appear to have culled from
various Chinese manufacturers and customized for North America. Many
recent models are dual-SIM.
