Default CDM 9500 Programming Help and Puzzled

Puzzled with this 289F#1.. I did this and of course it comes up Programming
lock is locked. So I entered F-00 and entered the unlock number that I got
from a friend that works at the cellular company and all it allows my to do
is go into DeBug etc. screens. Of course because the phone is on at that
point and I entered a key to unlock it the 289f#1 doesn't work. Puzzled.....

First power the phone off and then back on again. Then enter the 6
digit programming lock code followed by F # 7. It then should say
something like "programming unlocked". Then try the 289F#1 again.
