Do both ends of a national dc call have to be on the $10 nationwide
upgrade?

Nope. By default, people will be on a pay per call basis, .10 a
minute.

I was thinking what a rip off this is. ie be default everyone has .10/minute
NW DC
and at the same time very convenient for nextel (no upgrades needed)

If I DC someone who is not local I pay .10/minute without knowing it.
or wait .06 and reply. While not a big amount of money it is the principle.

Should be a way to opt out of nationwide DC.

You can opt out...Just call Nextel CS and tell them or, if you are an
administrator on your account, you can do it via the Web site.
